HR1 requiring an independent commission to redraw districts (as we have in my state) is technically constitutional. Article 1, section 4 of the Constitution (the Elections Clause) is well known via court precedent not to just apply to elections, but pretty much anything related to them. Gerrymandering and redistricting directly impact the results of elections. Thus, Congress has the power to make laws enforcing anti-gerrymandering measures.
Or if people are too squeamish to accept that, just do what they did for the national drinking age and tie the redistricting provision to some tasty new funding. Fuck the states that hate democracy.
