I don’t know how it is in Australia, but in the US, it isn’t unusual to have. The fire department fills up your swimming pool in the first place. Because opening a fire hydrant is so much more efficient than having water shipped to your house. For all we know, the fire department could be taking their water back. Edit: For anyone confused, I live in a water-scarce area. For half the year, we can’t even water our lawns when the sun is up or more than once a week.
